No top end power

So I dusted off the 01 250 on sat, put fresh gas (50:1) in. Fired up first kick. Loaded up and went to visit a buddy and ride, when we went down the fire road it seamed to have no top end. It hit power band like normal, but it seamed flat after that. I pined it and clicked gears, holding it wot. I don't ever remember doing that before. (Holding it open) It seamed plenty fast just rolling on before, I don't think my 300 is THAT much faster, so I don't think its me.

I have not ridden the bike for 5 or 6 months. I drained all the gas from the carb before I put it away. It has good oil and air filter. (1 or 2 quick rides) I don't know when it got a new top end. (got it used) I didn't change the jetting, and it has a fmf knarly and turbine core 2 with good packing (10 hrs maybe), v force 3, and 11 oz fww so it is a bottom end powered bike. But some thing was not right.

Any thoughts...

take the cover off when running to see if the rod is moving when revingthe motor up.

Don't know that bike very well nbut if it's a 2 ring bike n and one is stuck.   Could cause it. That one got me before when I was running castor 927. 

I also agree to see if kIPS is functioning.

Those woods knarley pipes really to lay down on top end. Never noticed till I rode my buddies bike. N
