Title: 1999 kx 125 price?

Hey guys Im sort of new to dirt bikes and im looking for a 2 stroke 125 to ride around on.  I've been road racing for 3 or 4 years, but never got in to dirt bikes.  A local seller is asking for 700 for a 99' kx 125.  he said it just had the top end rebuilt but overall it needs a little work.  Is that a good price or can I try lower?
