retarding ignition timing

97 KX250, geard 13/49, FMF fatty, shorty, boyesen rad valve, 10 oz flywheel weight. What effect would retarding the ignition timing have?
I've read mixed opinions.

gowen:
depending on how much you retard it. If you slightly retard it (to the next notch) it will cause the bike to have a little more umph up top.

hughes:
Will retarding the timing mellow the hit down low and mid??
