if the guy said it will need a new top en you probably should go for a new top end, however a fresh clean airfilter will probably help, and also you should make sure that fuel tap is turned on  :-D i have had several situations where bikes were hard to start. but it turned out to be the fuel tap in the off position

thank you very much I was planning on ordering reeds anyways. and ill call around and see if I can get my hands on a compression gauge. i bought a spark plug yesterday they helped me out with that already, wanted to be on the safe side since i new the one on the bike wasn't brand new or in the greatest shape. lol  :-D thanks already made sure the fuel tap was on lol ive seen lots of people do that one too lol.

yup...I myself would take the motor right outa the frame and put on the bench, then pull the head and cylinder right off, it doesn't take long to do at all...and you'll know right away if it's in need of a top end...and from the sounds of it, it does.
Then you can go through everything, and clean all the KIPS components...and be sure everything looks good and that nothing needs replacing.
Who knows...maybe you'll get lucky, and just need to re-ring it...but that's a long reach.

I would recommend buying a service manual or Clymer manual.  They are readily available on eBay and are really great references.  Also, YouTube is a great reference as well.  Good luck!
