Sorry, I wasn't trying to diminish your contribution just pointing out a discrepancy.  Perhaps the kick starter, carb, and oil level account for the approximate difference.  A quart of oil itself is almost 2 lbs.

Did this include plug, kicker, oil, ect?

Yes this included oil ,kicker and plug no carb,it might be a tad lighter than the twoey but it does not last as long.Over a 3 year period of racing its cost a lot more on parts the 250f has over the kx250 06.Everthing being equal.I m talking about engine components ,the 06 twoey has been virtually bulletproof.
