NOS seals?

is it OK to buy NOS fork and dust seals? wont it be all hard and dry and cracked?

It all depends on the manufacture date and how they were stored.
I would ask the seller for any numbers on the packaging and then post that info here.
There are some sharpies on this site that might be able to decode the manufacture date.
The four stroke engine: That's one stroke for producing power and three for wearing the engine out.

the company is north west vintage cycle part . they are in oregon,
they have a massive stock of parts they have many many thousands of parts and i dont really think they would sift
through it all ,

who can decode the manufacture date? i have some old stock parts with these codes that i am curious to now when they were made
