kips sticking out

hey all you kips wizzards  i have pulled my pipe off to check my kips and the drum ones seem to be sticking out past the wall into the exhaust chamber is this where they are meant to sit or flush with the ports holes. they sick out about 5 mills  would the bolt mod you guys talked about solve this or is it the opposite, cheers for any info
