i make it little more clear now,

A = the rod coming out the clutchcover
B = the valve command-rod
C = the cover for the connection housing


is A jammed ,because i see a clamp on it that holds the rod?
or is B jammed ,what in combination with your valve probs ,sounds logic

anyhow the room between A & b is to big for correct connection ?

I'll try not to confuse things more. Is there not supposed to be a lever that connects A to B?  The A rod rotates with the governor mechanism inside the sidecase.  The B rod should freely pull in and out.  The lever has a pin that fits into the groove on the B rod.  As the A rod rotates the pin pulls the B rod in and out.  I don't think that the A rod and lever move freely but if you start the bike an rev it, you will be able to see it rotate.
