Front number Plate on Forks

About two weeks ago while riding I started hearing this rattle.  After looking around I noticed my front number plate was vibrating on my forks and actually wearing  into the forks starting some deep gouges.  Has anyone else had this problem.  I am going to put some 3M tape to prevent it.  I was just wondering if this is a common problem.

Polar-Bus:
Zip tie the base of the numberplate the the fork tubes.
