1997 powervalve issues

Hi folks I'm at a loss I'm helping someone to try and fix a powervalve that's not working. It never worked when he bought the bike and I've gone through all the installation process with him the arm in the head moves freely and hes installed the actuator correctly. But wen he took the casing off for the first time there was a rubber o-ring on the end of the powervalve actuator  I'm not so sure it shud be there but I've never worked on a 97 so cant really comment if it shud be there. My guess is that the actuator has been taken apart and not put back together properly. Is there any was to test the actuator off the bike to see if it moves as it shud. I know it works from centrifugal force the faster it spins the more the spring open forcing the arm to move. Plz plz plz any help advice or a rebuild tread would be much appreciated

Got it sorted found the manual section lower down lol. Someone has taken out the ball bearings out of the exhaust advanced. Now another question what parts are interchangeable from other years on the 97. Mainly engine components cases  etc .
