correct way to install rear calipper?

The caliper and the mount are suppose to float on two pins which is why you see those rubber parts between them.
The rubber acts like a spring.
Guys never service the pins so eventually they seize up or move very slowly.
Then bad things happen....  :|

are the pins supposed to move? or just the caliper?

Pull the mount off the caliper and you will see how it works.

i think i found out the problem, MAJOR play in the slide that goes on the swingarm, so i hold up the calipper as i tigthen the axle nut, and now it seems like it's not riding to low anymore

Cool.
Just a thought, you might want to use some air to push your caliper piston out and clean your seals really well...
It's amazing the difference it can make on brake performance.
