IF the valves are correct in the OPENED position[which they look to be} they should be fine 
The gap in the CLOSED position is what u need to fix with a longer kipps bolt  [mod]
The overclosing valve was kawasaki idea of a decompressor, {bleeding some compression from the higher sub exhaust port}

i presume u have lined up the timing marks on valve and rod, {think it needs to be done with kipps bolt out}

Kips installation aside... It wouldn't hurt to sharpen your transfers, bridges, and clean up the floor ports and transfer ports....
A Dremel and some time will do wonderful things....  8-)

This is just my backup head I have the actual head I run on its way back from getting replated
