air leak help

Hoping someone could help with an air leak. I found that it is leaking around the seal around the power valve actuating arm. Does the guide (part 349002-1062) install with the o-ring toward the inside of the motor or the seal towards the inside? I had the o-ring towards the outside. Not sure if it is installed wrong or if the seal and o-ring are gacked up. Both parts are new but not the guide. Thanks.

Got it figured out. O-ring goes in.
